1. What served as the motivation when creating a new civil movement and political party?

1.1. The reality existing in Georgia's local political life - there is no powerful political force in the country that can be trusted and believed by the Georgian population and society.

1.2. There is no leading political force expressing and consistently pursuing interests of the Georgian population, Georgian nation. Voters have to make a choice between the bad and the worst.

1.3. The lack of democracy or public governance in Georgia. Actually, we are unable to elect, control and hold our governments liable. None of the political forces or political parties in the country has established the democratic governance inside the party and it is therefore logical that in recent years, since acquiring the independence, the country has not had a democratic government. It means that:

   a) In the best case, there was a pseudo-democracy, a phantom democracy. Actually, we were left with a single-  leader party and governance,

   b) We would usually end up in the chaotic rule with dictatorship and anarchy signs saturated with the desire to maintain the power and

   c) In the worst scenarios, we would get the declared despotism and tyranny directed at people or the criminal rule deceiving the public inside and outside the country.

1.4. None of the political forces in the recent history of Georgia before or after coming to power has developed and therefore presented an analysis of the current situation in different areas and directions of the country by referring to specific facts and real figures, i.e. who and what we are; none of them has ever presented any goals to be achieved in different areas and directions of the country’s life i.e. who or what we want to be, and nor have they ever presented the strategies for the development of the country and the nation and the ways, plans and time-oriented tasks to achieve such strategies. None of the governments has laid down the national interests and priorities of the Georgian nation in various areas of public life and development of the country.

2. What are our goals and objectives?

2.1.    Strengthening the statehood of Georgia, ensuring its political, economic and energy independence, implementing a solid and secure development strategy;

2.2.    Restoring the territorial integrity and ensuring its continuous protection in all circumstances;

2.3.    Defining the national interests and priorities in all areas of public life and development of the country;  The national interests include everything whatever is necessary for the achievement of the state's development and security;

2.4.    Formation and development of national self-government at all levels of the State’s governance – to ensure permanent involvement of voters in resolving issues of importance to the country, so that the nation, with the majority and by means of appropriate mechanisms, can decide who, when and what shall do to develop the country and pursue the national interests;

 Consequently, our goals are as follows:

2.5.    To establish and develop accountable civil society;                      2.6.    Ensuring the compatibility and harmonization of human rights and freedoms with the historical, social-cultural, traditional, religious identity of the Georgian nation and their protection;

2.7.    The Georgian Nation is a social, cultural, historical and political unity of people, which has changed and evolved in the course of the history and whose members are aware of their unity and common interests. Georgia is a multinational country. Our objective is to safeguard the interests of each ethnic group and address their life issues;   

2.8.    Accountable unification of the Georgian nation and ensuring solidarity in order to create a democratic society;    

2.9.    Consolidation of the efforts of persons and groups of persons, public and political organizations in Georgia and across the world who support and promote the Georgian statehood, culture, history, identity-defining traditions in pursuit and protection of Georgia's national interests;

2.10.  Protection of the Georgian Language - the state language. To preserve the purity of the Georgian language and ensure its development;

2.11  Ensuring the development of every person based on high standard and quality of life; 

2.12   Promoting demographic security;

2.13.  To develop industrial and post-industrial society, and establish a knowledge economy: 

 2.13.1.  Making the most of the country's resources (human, natural, etc.) to maximize the  economic potential and, as a result, to boost the country’s economy to enhance the quality of life and prosperity of the population;

2.13.2.  Ensuring the competitiveness of goods and services manufactured in Georgia in domestic and international markets;

2.13.3.  Development and promotion of the country's internal market; 

2.13.4.  Development and implementation of a plan for transforming the national currency - Georgian Lari - into a convertible currency;

2.13.5.  Development and implementation of a long-term plan for achieving the positive balance of Georgia's foreign trade as one of the most important factors of macroeconomic parameters as well as for achieving national currency stability and convertibility;

2.13.6.  Create and develop financial and economic instruments and institutions defining and regulating macroeconomic stability. 

2.14.  Introduction of reforms in all areas of the political, legal, economic, social and cultural life of the country in order to protect, implement and develop the national interests of the Georgian nation.                            

                        

3. What is National Self-Governance?

3.1  Voters of Georgia form a union whose goal is to establish and develop the national self-governance. This means the constant participation of voters in solving issues of importance to the country so that the nation with the majority can decide who, when and what shall do for the development of the country and implementation of national interests.

4. How can members of the Voters Union of Georgia or citizens of Georgia be permanently involved in solving important issues to the country? How will the national self-governance function?

4.1  The country shall be governed by those persons who the public puts the most confidence in.                                                                   

4.2  Any member of the public may become a political leader or an economic manager at some levels based on the degree of public trust the member enjoys in the public, which will be reflected in the rating of such candidate.

4.3  According to the Personal Rating Point, each member of society is given an opportunity to participate in discussing and resolving issues important to the country.                                                                              

4.4  The nation selects the most trustworthy persons and transforms them into political leaders and economic executives at various levels, and constantly controls them.

5. How will political leaders and economic managers at different levels be selected and controlled by the public and voters?

5.1  A dynamic rating point determines the level and status of a Union’s member, as a political leader and an economic manager, and encourages him or her to constantly maintain and build support of the public towards the Union.

5.2  The mechanism of permanent control of the confidence in political leaders and economic managers shall be introduced and fixed into the nation's consciousness. A leader or economic manager who fails to meet people’s expectations shall be downgraded or removed.

5.3  Any member of the Union, with the view to maintaining and increasing their rating point i.e. public support, and accomplishing his or her ambition and achieving certain objectives, shall attract to the Union and therefore bring into the political and economic life active and management-minded representatives of the public. Consequently, the more ambitious, motivated, and purposeful a member of the Union is, the more active and ambitious citizens he or she will attract to the Union. Ambition, a human’s aspiration to stand out and be distinguished, is a goal and a desire which in most cases, acts as an aggressive, explosive force and factor in public life, but in this particular case, it will acquire the role of bonding, uniting and solidifying of society. The more ambitious members of the Union are and the newer members they present to the political arena, the greater the Voters Union will become and the better support will be directed for the implementation of the national self-governance aiming at uniting the Georgian nation and establishing the consolidation for the purpose of building a democratic society. Democracy, or the public rule, is the way to peace, prosperity, and freedom.

6. How is the rating point calculated? How can it be changed?

6.1  A member of the Union shall grant one rating point to any member (the "subject") of the Union. The consent thereupon shall be confirmed in writing in the application on the membership or other relevant documents, and 0,1 rating point shall be granted to a member of the Union receiving one rating point from the "subject";

 
6.2  A member of the Union may transfer his or her rating point to another “subject” of the Union based on a written application or withdraw it from the Union without granting it to any other subject. Accordingly, subjects receiving 0.1 rating point shall be changed; 

6.3  Under a decision of the Darbazi of the Union, a member of the Union may grant or cancel a specific number of rating points given to any member for the participation or failure to participate in various activities.

6.3.1  Participation in a local event of the Union shall earn 0.1 points and the failure to participate in every two events shall decrease the points by 0.1 points.

6.3.2  Participation in regional events of the Union shall earn 0.2 points and the failure to participate in every four events shall decrease the points by 0.2.

6.3.3  Participation in republican events of the Union shall earn 0.3 points and the failure to participate in every ten events shall decrease the points by 0.3 points.

6.4  The Darbazi of the Union shall determine special rules for changing the rating points for specific events.

6.5  The above scheme for changing the rating points of members of the Union based on their participation in various activities is designed and intended as a motivational factor for encouraging the members to take an active part in the Union’s activities.

7. What rights does a rating point grant to a member of the National Self-Governance?

7.1  The rating of the Union member is an indication of how much confidence and support society and voters instill in him or her;

7.2  The higher rating point the Union member has, the more support and recognition of voters he or she will enjoy as a leader;

7.3  The number of the rating points determines the level of the member’s legitimacy, recognition and the right to hold any partisan, political or economic position in the event of winning internal elections;

7.4  A member of the Union may participate in internal party elections based on his or her rating points:

7.4.1  a member with more than 100 rating points can be nominated or nominate candidates into the internal party elections for the management positions of the local representative and executive bodies of the Union, local self-government authorities of Georgia and other relevant agencies. The number of such candidates shall depend on how many 100 integers the member’s rating point can include;

7.4.2  a member with more than 200 rating points can be nominated or nominate candidates into the internal party elections for the management positions of the regional representative and executive bodies of the Union, self-government bodies of Georgia and other relevant agencies. The number of such candidates shall depend on how many 200 integers the member’s rating point can include;

7.4.3  a member with more than 300 rating points can be nominated or nominate candidates into the internal party elections for the management positions of the higher representative and executive bodies of the Union and Georgia as well as other relevant agencies. The number of candidates shall depend on how many 300 integers the member’s rating point can include;

8. What responsibility shall a member of the National Self-Governance bear: For a person recommended by him or her to the Union? For those members granting a rating point to him or her? For nominating a candidate into an internal party election?

8.1  Members of the National Self-Governance shall be responsible with their own rating points:

8.1.1  Members of the National Self-Governance shall be responsible for the performance of those members who grant them a rating point. This means that every member of the Union shall take responsibility for those who they recommend or present to the Union;

8.1.2.  A member of the National Self-Governance shall be responsible for the performance of a member receiving one of his/her rating points.

8.1.3.  A member nominating a candidate shall take responsibility, with his or her rating points, for the results of activities after the selection and approval of such candidate.

8.2  The degree and extent of the responsibility shall be determined by the Darbazi of the Union.  

9. How can I become a member or supporter of the National Self-Governance?

9.1  To register as a supporter of the National Self-Governance:

a.  A citizen of Georgia shall fill in the application form of a supporter available on the Union’s website specifying his or her first name, last name, personal number, and telephone number.

b.  The registration takes no time.

9.2  To join the National Self-Governance:

a.  A citizen of Georgia shall first be registered as a supporter of the Union pursuant to paragraph 13.1;

b.  A citizen of Georgia shall fill in the application form available on the Union’s website, and together with other information, shall specify the first name, last name and personal number of the member of the Union who he or she wishes to grant a rating point;

c.  The completed application is first reviewed by the candidate receiving one of your rating points, and if consented, the application will be further reviewed by relevant departments of the Union;

d.  You will be notified of the final result within no more than 60 calendar days after serving the application.
